Nope. As MacbthPSW wrote, the background and border colours can only be changed with pokes. There are 3rd party add-ons for BASIC (like Simon's BASIC) that add colour control commands.

Quite a few people, myself included, expressed interest in an updated version of The Home Computer Wars in a thread in comp.sys.cbm. It would be great if this book was readily available again. It is really worth reading.

What is the status of that video? IIRC there was some confusion as to whether it was freely distributable or not (if it is the video I'm thinking of). Very confusing. :(

Have you looked at the computer (it sounds like a 64c) lately? Is it still a nice cream colour or has it turned a more yellowish colour? Even without exposure to light or airborne pollutants, some Commodores are prone to discolouration which makes it somewhat less desirable.

If one is interested in getting a 2nd generation DTV (aka the European DTV or DTV-II) then they should check out this post by Simon Jones of The Toy:Lobster Company (the company that markets the 2nd generation DTV). He's willing to sell and ship DTV directly to North America.
