Nope. As MacbthPSW wrote, the background and border colours can only be changed with pokes. There are 3rd party add-ons for BASIC (like Simon's BASIC) that add colour control commands.

What is the status of that video? IIRC there was some confusion as to whether it was freely distributable or not (if it is the video I'm thinking of). Very confusing.

Have you looked at the computer (it sounds like a 64c) lately? Is it still a nice cream colour or has it turned a more yellowish colour? Even without exposure to light or airborne pollutants, some Commodores are prone to discolouration which makes it somewhat less desirable.
